Administrative and Managerial Policy of the Russian Empire in Turkestan (Based on Materials from Kyrgyzstan)

Abstract

This article presents an analysis of the historiography devoted to the administrative and managerial policy of the Russian Empire in the Turkestan region, based on materials from Kyrgyz historical literature. Particular attention is paid to the features of the formation of the region’s administrative apparatus, the specifics of the governor-general’s administration, and the impact of this policy on Kyrgyz society. The author notes that despite existing research, issues of interaction between the colonial administration and the local population, as well as the influence of this policy on the socio-political dynamics of the region, remain insufficiently explored. The aim of the study is to provide a comprehensive historiographical review that reveals how the policies of the Russian Empire in Turkestan are reflected and interpreted in Kyrgyz  historical works. The article concludes by emphasizing the need for further research aimed at a deeper understanding of the mechanisms of colonial governance and its consequences for social processes in the region.
